AI for AI® · DSAIL® Verification Engine
Verifiable AI for Defense & Intelligence
Your AI can generate an answer. But can it prove it?
DSAIL® (Domain-Specific AI Language) is Jaxon's verification engine for verifiable AI, built on symbolic solvers that can't hallucinate. It turns your written policy into executable rules and checks every AI output against what the policy actually says. It returns a deterministic, fully auditable verdict: TRUE, FALSE, or UNKNOWN, each traced to the rule and citation that drove it.

A recorded walkthrough of DSAIL® applying the SEAD-4 adjudicative guidelines, from the source document to a verdict traced back to the guideline that decided it.
Benchmarked against frontier AI on SEAD-4
The only system in the test that could prove it
We ran 65 rule evaluations from the SEAD-4 National Security Adjudicative Guidelines against nine synthetic background investigation reports, five trials each. The same frontier models ran with DSAIL® and without it, using a tuned prompt, retrieval (RAG), or a second model acting as judge. Same rules, same reports, same ground truth.
| With DSAIL® | Without DSAIL® | ||||
|---|---|---|---|---|---|
| Metric | Claude Opus 5.5 | GPT 5.6 Sol | Claude Opus 5.5 (prompt) | GPT 5.6 Sol (prompt) | GPT 5.6 Sol + RAG (best) |
| Consistency | 100% | 100% | 89.2% | 95.4% | 95.4% |
| Correctness | 100% | 100% | 60.0% | 78.5% | 73.8% |

| Auditability | ✓ | ✓ | ✗ | ✗ | ✗ |
Inside DSAIL®, both models returned the correct verdict on every rule in every trial, faster than the same models on a plain prompt. Without it, 649 of 983 wrong verdicts were a TRUE or FALSE on a rule the report left open. A second model reviewing the first did not close the gap: the best LLM-as-Judge pairing stayed at 78% correct. Only DSAIL® left a reasoning trace on every determination. By the Numbers
The problem is scale. The risk is defensibility.
The Problem
Human review does not scale. Existing AI tools cannot be trusted.
Every existing approach to AI compliance is a probabilistic guess. In clearance adjudication, FOIA processing, and security classification, a probabilistic guess is an oversight finding waiting to happen.
- RAG retrieves context but cannot verify compliance.
- LLM-as-Judge returns inconsistent verdicts with no audit trail.
- Knowledge graphs structure relationships but can't read a document or produce a verdict.
- Outputs cannot be traced to the statutory citation that drove them.
- Compliance officers must sign off under personal and agency liability, with no provable basis to stand behind.
- Encodes your written policy into machine-executable rules.
- Returns TRUE, FALSE, or UNKNOWN with a full reasoning trace, every time.
- Deterministic architecture. The same inputs produce consistent results.
- Every verdict tied to the specific statutory citation that drove it.
- Output you can defend before an IG, a committee, or a commander.
How DSAIL® Works
Three steps from written policy to a provable decision.
EXTRACT
The LLM reads the document and answers tightly scoped, rule-specific questions to surface the facts.
ENFORCE
A formal logic solver evaluates those facts against your agency's encoded policy. Never a probabilistic guess.
PROVE
One verdict, fully traced to the governing citation. Defensible on demand.
Use Cases · Defense & Intelligence
Your policy, formally enforced, on every document.
Verifiable AI for defense means the same encoded policy applied to every document, in every workflow, with a reasoning trace on each determination.
Personnel Vetting
Adjudicator · Developer
Security clearance adjudication under SEAD-4 requires evaluating nomination packages against 13 National Security Adjudicative Guidelines and producing determinations that are consistent, defensible, and auditable under appeal. A model that misapplies a guideline or returns a confident TRUE or FALSE when the record is insufficient introduces adjudicative error at scale. DSAIL® correctly returns UNKNOWN when the record does not contain enough to decide, the response that matches the actual adjudicative standard.
What Jaxon verifies
- All 13 SEAD-4 guidelines encoded as formal logic, each evaluated independently, with traceable evidence extraction per sub-condition.
- UNKNOWN is a first-class verdict, not a confident but unsupported determination.
- Every determination is fully auditable: guideline, sub-condition, mitigating condition, extracted claim, and verdict each carry a structured reasoning trace.
- SME-driven rule formalization. Jaxon's policy engineers encode not just the written standard but how the agency applies it.
- Adjudicators retain final authority. DSAIL® handles volume triage at API speed, so reviewers spend their time on the cases that turn on judgment.
Automated Security Classification
Security Officer · Developer
The DoW IG's 2022 audit found that 86% of reviewed Security Classification Guides (SCGs) were not maintained in accordance with DoW guidance, and 100% had at least one error. Personnel working from contradictory or missing guidance default to over-classifying, which impedes CJADC2 and inhibits intelligence sharing with allied partners. DSAIL® ingests SCGs, identifies contradictions and gaps, and encodes coherent classification logic applied deterministically.
What Jaxon verifies
- Deterministic classification proposals. Each element evaluated against the controlling SCG provision, with a traceable reasoning chain.
- Aggregation logic encoded as formal rules: defensible guidance instead of over-classification defaults.
- Ambiguous determinations return UNKNOWN. Markings are never auto-applied.
- Portion marking, banner line, and declassification-date logic enforced as formal rules.
- Full audit trail per determination: every rule, every proposed marking, every reviewer action documented.
FOIA Response Preparation
FOIA Officer · Counsel · Analyst
Federal agencies closed over 1.5 million FOIA requests in FY24 and still ended the year with a backlog exceeding 250,000 requests. The deeper risks are consistency and defensibility: hallucinated exemption justifications, inconsistent redactions, and outputs that cannot be traced to statutory authority. When a disclosure decision is challenged in court, a probabilistic AI recommendation is not a defense. DSAIL® encodes each FOIA exemption and its statutory subparts as formal logic, with FOIA-officer SMEs approving the ruleset before any document is processed.
What Jaxon verifies
- FOIA exemption logic encoded from your agency's own policy corpus: statute, regulations, and interpretation memos, with SME review and approval.
- Per-redaction justification. Every proposed redaction mapped to a specific exemption and statutory subpart, with traceable evidence.
- DSAIL® never produces a redaction it cannot formally justify.
- Consistent exemption application across requests and reviewers. The same content is redacted the same way.
- Full audit trail per determination: exemption invoked, rule triggered, evidence extracted, analyst actions documented.
- FOIA analysts retain final disclosure authority. DSAIL® absorbs routine triage at API speed so manual effort can focus on contested determinations.
Supplier Risk & Foreign Influence Screening
Program Manager · Contracting Officer · Security Officer · Analyst
Defense contractors filed tens of thousands of supplier certifications last year and most were reviewed by hand. The deeper risk isn't volume: it's that inconsistent human review lets adversarial exposure slip through, and when it's challenged, a judgment call is not a defense. DSAIL® encodes supplier vetting policy, CMMC requirements, FOCI criteria, and DFARS clauses as formal rulesets, with program security officers approving the logic before any vendor document is evaluated.
What Jaxon verifies
- FOCI criteria encoded from DCSA and NISPOM standards: ownership disclosures, board composition, and investment documentation evaluated against explicit rules, not probabilistic models.
- Per-vendor, per-rule verdicts. Every determination mapped to the specific policy clause that triggered it, with traceable evidence extracted from source documents.
- Consistent screening across vendors and reviewers. The same documentation is evaluated the same way, every time.
- Full audit trail per determination: rule triggered, evidence extracted, analyst actions documented.
- Program offices retain final authority. DSAIL® absorbs routine triage at API speed so analysts focus on contested determinations.
Threat Assessment & Course of Action Development
Intelligence Analyst · Intelligence Officer · Operations Officer
Intelligence analysis generates reporting across many streams that planners must synthesize into a coherent threat picture under time pressure. Done by hand, that synthesis is inconsistent and non-reproducible, leaving the courses of action built on top of it with no auditable basis. DSAIL® applies threat indicator rulesets, encoded from collection requirements, to incoming intelligence and extracts structured information against defined Essential Elements of Information (EEIs): capability, intent, and opportunity criteria.
What Jaxon verifies
- Threat indicator rulesets encoded from agency collection requirements. Capability, intent, and opportunity criteria defined explicitly, not inferred by a model.
- Extraction against EEIs across intelligence streams. OSINT, finished intelligence, and threat assessments evaluated against the same ruleset.
- Three-valued verdicts, TRUE, FALSE, or UNKNOWN, per indicator, with the extracted evidence cited for each determination.
- Emerging threat detection at volume. Standing rulesets applied to data as it arrives, surfacing indicator clusters early.
- Consistent threat picture across analysts and echelons. No assessment drift between shifts or commands.
- Full audit trail: inputs, rulesets, EEIs, and extracted evidence documented for post-action review.

FAQ
Questions federal teams ask first.
What is verifiable AI, and how does DSAIL® deliver it?
Verifiable AI means every output can be independently checked against the policy that governs it. DSAIL® encodes your written policy as formal logic, evaluates each document against it with a solver, and returns TRUE, FALSE, or UNKNOWN with the rule that fired, the evidence extracted, and the governing citation.
How is this different from RAG or an LLM-as-Judge?
RAG retrieves context and an LLM-as-Judge offers an opinion. Neither can prove a verdict. DSAIL® evaluates the extracted facts against your encoded policy with a formal logic solver, so every TRUE, FALSE, or UNKNOWN is traced to the specific rule and citation that produced it, and it returns that verdict at API speed rather than at the pace of a manual second review. See how each approach scored in the benchmark.
Does Jaxon replace our adjudicators, classifiers, or FOIA officers?
No, your officers keep final decision authority over every determination. DSAIL® takes on the volume: it checks each document against your encoded policy at API speed and returns TRUE, FALSE, or UNKNOWN with the rule, evidence, and citation behind it. Reviewers can confirm a determination by reading that trace instead of re-reading the whole file, and spend their time on the cases that turn on judgment. Your SMEs approve the ruleset before any document is processed, so the logic DSAIL® applies is the logic your office signed off on.
What does UNKNOWN mean, and what happens to it?
UNKNOWN means there is not enough in the document to decide the rule. It is not the model hedging, and it is not a bucket routed onward: if the record is silent on a condition, a reviewer reading the same document could not determine it either. How an UNKNOWN resolves is set per rule when your policy is encoded, and for regulatory work the default is to flag the missing information rather than assume it. Either way the verdict is recorded: the rule fired, and the trace shows what was missing.
What policies can DSAIL® encode?
Any policy your organization has in writing. If a person can read the rule and apply it to a document, Jaxon can encode it. Defense and intelligence examples include SEAD-4, FOIA exemptions, Security Classification Guides, and FOCI/CMMC criteria. Jaxon's policy engineers encode the written standard and how your agency applies it, and your SMEs approve the ruleset before any document is processed.
What does a DSAIL® verdict include?
Every verdict is TRUE (the document meets the rule), FALSE (the document shows it doesn't), or UNKNOWN (the document doesn't say enough to decide). Each one ships with the rule that fired, the facts extracted from the document, and the citation in your policy, so anyone can retrace how it was reached and get the same result. For example, a SEAD-4 alcohol mitigation rule asks whether the subject is in counseling or treatment, has no relapse history, and is progressing satisfactorily. If the report's only source says they “lost contact with Subject after graduation,” DSAIL® returns UNKNOWN, and the trace points to the exact fact the report never establishes: whether the subject is in treatment now.
