Charles Faulkner

Principal

Charles Faulkner is a Principal at Jaxon, leading federal, military, and intelligence community engagement and strategy. He brings more than 20 years of experience across the U.S. military, government, and private sector in support of national security policy and decision-making.

Charles joined Jaxon following an extended military assignment where he supported senior Department of the Air Force leaders with managing key decision-making forums for the U.S. Air Force and U.S. Space Force. He was previously Vice President for National and Global Security Solutions at QinetiQ US and an executive leading federal cybersecurity and technology business development at ICF International.

Prior to that, Charles served as Director of Legislative Affairs at CISA, where he helped the agency expand trusted partnerships and secure federal networks. From 2019 to 2020, he was Chief of Staff at the U.S. Department of Homeland Security’s Office of Legislative Affairs.

At the U.S. Department of State, Charles served as Principal Deputy Assistant Secretary for Legislative Affairs, leading engagement on national security, foreign assistance, and budget matters and coordinating Capitol Hill outreach for Secretaries Tillerson and Pompeo. During the George W. Bush Administration, he was State’s lead congressional liaison on intelligence, security assistance, and defense trade.

Earlier in his career, Charles was Vice President at BGR Group, a bipartisan government relations firm. He also served as a key liaison officer at the U.S. Department of Defense and began on Capitol Hill as a staff aide to House leadership.

He holds a Bachelor’s from Virginia Military Institute, a Master’s from the U.S. Naval War College, and a Master of Business Administration from the University of North Carolina at Chapel Hill. He is a graduate of the Air War College, with additional studies at National Intelligence University, the U.S. Air Command and Staff College, and Harvard University. Charles serves as a U.S. Air Force officer in the reserve component.
